Steve Casey

President & Founder | Founded CASEY in 2009

Steve founded CASEY Construction Group in 2009, continuing a family legacy of more than 50 years in the interior construction industry. Built on a tradition of quality craftsmanship, CASEY has grown into a trusted commercial drywall and floor prep contractor serving the DC Metropolitan, Richmond, and Raleigh markets.

As President, Steve leads the company’s strategic direction and operations across all regions. His focus is simple: build strong teams, put people first, and deliver reliable results for clients. He believes in holding high standards, continuously improving, and doing the job right the first time.

Under Steve’s leadership, CASEY supports a wide range of commercial projects, from corporate interiors and healthcare facilities to government and technology spaces, with a commitment to safety, craftsmanship, and partnership.

Outside of work, Steve enjoys spending time with his wife, Christi, their son, Crew, and extended family and friends. A life member of the Laytonsville Fire Department, he is passionate about giving back to the community. In his free time, he enjoys traveling, spending time at the beach, boating, fishing, and golfing.

His favorite part of the job is watching both people and projects grow, succeed, and reach their full potential.

Kristin Bailey, CPA, CCIFP

Chief Financial Officer

Kristin Bailey

Kristin brings more than 20 years of experience serving the construction industry to her role as Chief Financial Officer. After beginning her career at a regional CPA firm specializing in construction, she rose to partner, advising a wide range of general contractors and subcontractors, including CASEY. In 2024, she officially joined the company’s leadership team after nearly a decade as a trusted external advisor.

As CFO, Kristin serves as a strategic thought partner to the President and leadership team, providing perspective across both financial and operational decisions. A Certified Public Accountant and Certified Construction Industry Financial Professional (CCIFP), she has deep expertise in long-term contract accounting under both GAAP and tax regulations. She was also recognized as a CFMA Top 40 Under 40 honoree.

Kristin believes in hiring smart people and empowering them to lead, a philosophy that shapes her collaborative, forward-thinking approach. She thrives on balancing the company’s many financial demands while keeping strategy at the forefront.

Outside of work, Kristin enjoys running, traveling, playing squash with her husband and daughter, and discovering new hobbies, such as mahjong. When possible, she happily combines travel, racing, and a celebratory glass of champagne.

Her favorite part of the job is the variety, moving seamlessly from tax projections to project management discussions to strategic planning conversations, all in the same day.

Mike Elias

Vice President, Sales and Estimating

Mike Elias

Mike joined CASEY in 2015 and has grown from project roles into the executive leadership team. Over the years, he has worked across a wide range of commercial projects, partnering closely with field teams, clients, and industry partners to deliver consistent, high-quality results.

As Vice President, Sales and Estimating, Mike leads business development and market growth in the DC Metropolitan region, oversees the Richmond office, and manages estimating and preconstruction efforts. His focus is on strengthening client relationships, expanding CASEY’s market presence, and ensuring the right projects are pursued and successfully delivered.

Mike brings expertise in strategic growth, client development, estimating, and construction operations. He is committed to fostering collaboration and improving operational efficiency, firmly believing that the company’s people are its greatest asset.

Outside of work, Mike enjoys spending time with his wife, Dannie, their two children, Haven and Easton, and close friends who feel like family. When he’s not coaching soccer, you’ll likely find him snowboarding, hiking, fishing, or playing golf.

His favorite part of the job is building relationships, winning work, and watching projects come together from concept to completion.

Justin Gibbins

Vice President, Raleigh

Justin Gibbins

Justin joined CASEY in June 2017 as a Safety Officer and quickly expanded his role into operations and purchasing before stepping into leadership. Today, he serves as Vice President overseeing the Raleigh, NC office, including field operations, project management, and sales.

During his time in operations, Justin helped expand service capabilities by strengthening delivery processes to better support field teams and increasing warehouse and material storage capacity. He is passionate about building long-lasting client relationships and delivering a level of service that sets CASEY apart.

Justin believes the best way to understand and lead a team is to spend time alongside them, learning every aspect of the work. Gaining hands-on knowledge across operations has shaped his practical, team-first leadership style.

He began his construction career working summer jobs with his grandfather renovating historic row homes in Washington, DC, an experience that laid the foundation for his career.

Outside of work, Justin enjoys the outdoors, especially hunting, fishing, and shooting sports.

His favorite part of the job is being part of a dedicated team at a company that puts its people first and takes pride in delivering both quality products and exceptional service.

Chris Velez, CSP

Vice President, Field Operations

Chris Velez

Chris joined CASEY in 2014 as a part-time Safety Coordinator and has grown alongside the company into his current role as Vice President, Field Operations. When he started, the office team consisted of just a handful of people. Watching the company grow while developing his own leadership journey has been one of the most rewarding parts of his career.

Today, Chris provides operational leadership to the field team, driving efficiency in safety, quality, and production. He ensures alignment with CASEY’s vision, supports growth, and delivers exceptional product to clients. His background includes leadership across construction operations, safety, drywall, and field management.

Chris leads with a hands-on, vision-driven approach. He believes in setting clear direction, modeling accountability, and inspiring commitment through action.

Outside of work, Chris enjoys traveling, spending time with family, and coaching his daughters.

His favorite part of the job is the people, learning their stories, backgrounds, and the unique paths that brought them to CASEY.

Steve Walter

Vice President, DC Metropolitan

Steve Walter

Steve Walter brings more than 30 years of construction experience to his role as Vice President for the DC Metropolitan area. Since joining CASEY in 2011 as a Project Manager/Estimator, he has played a key role in guiding the people and projects in the Maryland office, helping both teams and job sites reach their full potential.

Over the years, Steve has witnessed and contributed to CASEY’s remarkable growth, from a small team to the thriving organization it is today. His background includes extensive experience in estimating and project management, as well as specialized SCIF training and certifications.

Steve leads with a simple philosophy: listen more than you talk. He believes strong relationships and thoughtful communication are the foundation of successful projects.

Outside of work, Steve is a proud father of two sports-loving kids and spends much of his free time traveling for baseball and soccer. When time allows, he also enjoys hunting and fishing.

His favorite part of the job is the people, the relationships, and seeing a project come to life from start to finish.

Bailey Mitchell

Director, Human Resources

Bailey Mitchell

Bailey leads CASEY’s Human Resources, overseeing hiring and onboarding, recruitment and training programs, employee benefits, and policies that promote consistency, growth, and accountability. She partners closely with leadership to support professional development and ensure employees are empowered to do their best work.

With over 15 years of experience, including more than 10 years in the construction industry, Bailey began her career in higher education before transitioning to construction, supporting both field and office teams for a general contractor. She holds a master’s degree in human resources management and brings deep expertise in building collaborative, high-performing teams.

Originally from Massachusetts, she is a lifelong New England sports fan and enjoys celebrating her roots outside of work.

Her favorite part of the job is the people of CASEY and the strong culture they’ve created together.

Dawn Young

Director, Support Services

Dawn Young

With CASEY Since 2024

Dawn joined CASEY in December 2024, bringing more than 15 years of experience with another construction company, where she held roles across HR, Corporate Affairs, and Operations. Her background spans operations, internal communications, organizational development, employee relations, and large-scale meetings and events.

At CASEY, Dawn partners closely with leadership to align priorities, strengthen communication, and support key initiatives. She focuses on building the structure, systems, and processes that keep teams connected, accountable, and operating efficiently as the company continues to grow.

She was drawn to CASEY’s culture and its commitment to alignment and continuous improvement. These values closely align with her own practical, action-oriented leadership style.

Outside of work, Dawn is also a wedding and event planner who loves creating meaningful celebrations. She treasures time with family and friends, especially being “Lolli” to her grandchildren. Dawn also has a passion for travel, having explored more than two dozen countries and 27 U.S. states.

Her favorite part of the job is turning big priorities into clear frameworks and tools that help teams work better together.

T.J. Brakie

Project Executive, Raleigh

T.J. Brakie

T.J. joined CASEY in 2021 and serves as Project Executive in our Raleigh, NC office. He leads the estimating department, reviewing bid opportunities, determining strategic project fit, and overseeing every submission from the branch. In addition to managing select projects, he works closely with client preconstruction teams to build relationships and gather feedback that strengthens future pursuits.

With more than 20 years of experience, including over 10 years as an estimator and project manager, T.J. brings deep expertise in structural framing, business management, and field-driven leadership. He began his career in Kentucky, working his way up from laborer through the field before transitioning into leadership roles.

After seeking a company whose values aligned with his own, T.J. found that fit at CASEY. He takes pride in being part of a team known for treating clients, partners, and employees with honesty, respect, and dignity. T.J. leads with a simple philosophy; always be honest and keep your word.

Outside of work, he enjoys golfing, fishing, hunting, and spending time with his family.

His favorite part of the job is seeing a project through from start to finish.

Brent Richbourg

Project Executive, Richmond

Brent joined CASEY in 2023 and serves as Project Executive for the Richmond region. In this role, he leads project delivery and client relationships, overseeing projects from preconstruction through closeout. His focus is on ensuring teams deliver quality work safely, on schedule, and in line with client expectations while supporting the continued growth of CASEY’s Richmond operations.

With more than 10 years of experience in commercial drywall construction, Brent brings a strong background in project leadership, field coordination, and client partnerships. He began his career as a field laborer working summer construction jobs before moving into full-time project roles, gaining valuable hands-on experience that continues to shape his leadership approach today.

Brent values collaboration, accountability, and building lasting relationships with both clients and project teams. He takes pride in delivering consistent results while supporting the people who make each project successful.

Outside of work, Brent enjoys spending time with his family, walking his dog, and getting outdoors to golf, fish, hunt, and ski.

His favorite part of the job is the strong family culture at CASEY, working with great people, and the opportunity to continue growing professionally.

Rachel Diaddigo

Project Executive, Flooring Division

Rachel Diaddigo

With CASEY from 2016 – 2019 and returned in 2025

Rachel serves as a Project Executive, overseeing floor leveling projects from initial bidding through closeout while building and maintaining strong client relationships. Her focus is delivering successful projects, supporting clients throughout the process, and ensuring a high level of service from start to finish.

Rachel’s construction career began with CASEY in 2016 in the Floor Leveling Division. After gaining valuable experience with a flooring company for six years, she returned to CASEY in September 2025. With nearly a decade of industry experience, she brings expertise in project management, estimating, and client relationship management.

Rachel is especially proud of returning to CASEY while starting a family and successfully balancing the demands of both her professional and personal life. She values the relationships built throughout the industry and the collaborative culture that makes projects successful.

Outside of work, Rachel enjoys spending time with family and friends, exploring new restaurants, enjoying good food and drinks, and golfing.

Her favorite part of the job is the company culture and the people she gets to work alongside every day.
